PACC Conducted On-Site Fact-Finding Investigation into Alleged Inflated Budget Claims for Ice Hockey Competition at the SEA Games

On Wednesday, 4 February 2026 (B.E. 2569), at 11:00 a.m., Mr. Bhumivisan Kasemsook, Secretary-General of the Public Sector Anti-Corruption Commission (PACC), together with Ms. Oranich Sukban, Director of the Corruption Suppression in Public Sector Division 2, Pol. Lt. Col. Sarawut Khamluang, Director of the Anti-Corruption Administration Division, and officials from the PACC, conducted an on-site inspection to verify facts following a complaint regarding the Thailand Ice Hockey Association. The complaint alleged that the Association submitted inflated claims for ice rink rental expenses used for the SEA Games competition at the Thailand International Ice Hockey Arena (TIIHA), Huai Khwang District, Bangkok.
The PACC received a complaint concerning budget disbursement irregularities. After the SEA Games concluded, the management of the TIIHA ice rink—which served as both the training venue and competition venue for the SEA Games—reviewed documentation in preparation for its annual financial statements. During this review, irregularities were discovered in the invoices issued to the Thailand Ice Hockey Association for submission to the Sports Authority of Thailand (SAT) for reimbursement. The invoiced amounts were allegedly higher than the actual expenses incurred and contained inaccurate information, as follows:
1. The Association claimed ice rink rental fees averaging approximately 700,000 baht per month, which exceeds the actual rental cost based on real usage, estimated at only around 200,000–300,000 baht per month. In reality, the ice rink had agreed with the Association on a service rate of 13,000 baht per session, with each training session lasting between 1 hour and 1 hour 30 minutes.
2. Allowances paid to national team athletes were lower than the amounts claimed from the Sports Authority of Thailand.
3. Claims were made for wages and accommodation expenses for foreign coaches, despite no actual employment of such coaches.
In this regard, the PACC will proceed to examine and collect key information from affected parties and verify the relevant facts with the agencies concerned. Further actions will be taken in accordance with its authority and duties, with due speed, transparency, and fairness.
