On Thursday, 5 March 2026, at 1:00 p.m., the Secretary-General of the Office of the Public Sector Anti-Corruption Commission (PACC) assigned Ms. Apornnee Semarasuta, Director of the Strategy and Planning Division, to preside over the opening ceremony for the presentation of the study results titled “Enhancing the Quality of Public Service Delivery in the Tourism Industry”. The event was held under the project “Strengthening the Public Service Center for Investors and Foreigners, Fiscal Year 2025”.

The project aims to improve the delivery of public services within the tourism industry to ensure greater convenience, efficiency, transparency, and fairness. These improvements are expected to strengthen public confidence in government operations and reduce corruption risks, particularly in approval and licensing processes as well as investment facilitation services.

The event was attended by more than 120 participants, including representatives from the Board of Investment of Thailand (BOI), the Department of Tourism, the Department of Business Development, Local Government Organizations in Chonburi Province, the Tourism Council of Thailand, the Federation of Thai SMEs, as well as private sector entrepreneurs. The event took place at the Phra Vishnu Room, Asawin Grand Convention Hotel, Vibhavadi Rangsit Road, Talat Bang Khen Subdistrict, Lak Si District, Bangkok.

For this study, the PACC collaborated with the Thammasat University Research and Consultancy Institute (TURAC) to conduct a survey assessing opinions and satisfaction levels regarding public services related to approvals and licensing in the tourism industry in Chonburi Province. The findings were compiled and analyzed to produce recommendations for improving public service delivery at the central, regional, and local levels.

The study also presented comparative case studies on policies, legal frameworks, and administrative practices related to licensing and public service delivery in other jurisdictions, including Republic of Estonia and the State of Andhra Pradesh in India, in comparison with Thailand.

The tourism industry plays a vital role in driving Thailand’s economy. However, issues such as bribery solicitation or inappropriate conduct by public officials can significantly affect operational costs, competitiveness, the quality of goods and services, and overall confidence among investors and tourists.

The PACC hopes that the findings of this study will serve as an important tool in reflecting the challenges and needs of service users in a comprehensive manner. The results are expected to contribute to further improvements in public service systems, promoting greater efficiency, transparency, and fairness, while fostering a more favorable environment for investment and tourism development in Thailand in the long term.
