The PACC Attended the 2026 Global Anti-Corruption and Integrity Forum (GACIF)

On March 24, 2026, at 09.00 a.m. (local time in France), Pol.Lt.Col. Siripong Sritula, Deputy Secretary-General of the PACC, attended the 2026 Global Anti-Corruption and Integrity Forum (GACIF) at the OECD Headquarters in Paris. The forum opened with remarks from three high-level leaders, Mr. Mathias Cormann, Secretary-General of the OECD, Mr. Luis Rodolfo Abinader Corona, President of the Dominican Republic, and Mr. Borwornsak Uwanno, Deputy Prime Minister of Thailand.
The keynote speech by Deputy Prime Minister Borwornsak Uwanno highlighted the Thai government’s commitment to fostering integrity through three main pillars: 1) preventing the abuse of power, 2) suppressing corruption, and 3) creating a better environment for both public and private sector integrity. Regarding prevention, the government prioritized the “Regulatory Guillotine” project to remove or reduce outdated laws, which eased the burden on businesses and people. At the same time, the government pushed for a revised Licensing Facilitation Act to reform the permit process. This aimed to increase transparency, limit improper use of discretion, and expand the use of IT in public services to reduce face-to-face interactions between officials and the public.
In terms of suppression, the Thai Constitution required politicians and high-ranking officials to declare their assets and liabilities. The NACC and the PACC were established to investigate corruption, abuse of power, and unusual wealth, with clear timelines to ensure cases were not delayed as they had been in the past. Furthermore, the government sought to pass a Whistleblower Protection law that met international standards. The Deputy Prime Minister also noted that Thailand had joined the Open Government Partnership and had submitted an Initial Memorandum to the OECD Secretary-General in the previous year. These steps demonstrated the government’s sincere commitment to building a true integrity system, with the belief that international standards would drive Thai politicians and officials to make integrity a reality.
This forum is a high-level policy platform for public integrity and anti-corruption that the PACC attend annually. It serves as an opportunity to exchange best practices for promoting integrity and solving corruption issues. Additionally, the PACC’s participation supports Thailand’s journey toward OECD membership under the Public Governance Committee (PGC) framework, working alongside the Office of the Public Sector Development Commission (OPDC) as assigned by the Cabinet.
